Qualified Majority Voting (QMV)

Qualified Majority Voting (QMV) is a voting system used by the Council of the EU whereby 55% of member states must vote in favour (ie. 16 out of 28 countries) – AND the proposal is supported by member states representing at least 65% of the total EU population.
